JOINT ANNOUNCEMENT ON MNC 3
Re : Change of Tournament Dates

In view of Hari Raya Qurban falls on 31st December 2006, the organiser TT Racer , MARCC and PARCRA have discussed and agreed to change MNC 3 dates to the followings : 

13th January 2007 and 14th January 2007
Venue : Litar RC Tasik Titiwangsa, Kuala Lumpur

Change of dates and booking for the track and transponder, for the new dates have been made with RCAC.

Hope all racers will support and register for MNC 3.

MNC Rules and Regulation for year 2006

I. TOURNAMENT FORMAT  

A. Classes

Two classes will be run for MNC;

•  EXPERT CLASS (OPEN MOTOR)
•  NOVICE CLASS (STOCK MOTOR)

Expert Classification

1. The Top 3 Stock Racers based on MNC  Ranking will be promoted to Expert every year.
2. The Top 15 Experts based on MNC 2005 ranking are allowed to contest  in the Stock Category BUT will NOT be awarded points in that category.

Novice Classification

Those not listed as MNC 2005 top 15 in Expert Class are eligible for points in both classes – expert & novice.

B. Number of MNC Rounds for Each MNC Year

A series of at least 3 rounds for every MNC year will be organised by appointed organisers.

Ranking will be based by 3 rounds at least. If 3 rounds are organised for a particular year, points from all rounds will be calculated to determine ranking.

C. Points System For Each Round

Expert
Points will be awarded for each position in A, B, C and D Main. The points system starts with 40 points for A Main 1st and ends with 1 point for D Main 10th. Top qualifier will be awarded an additional 2 Points.

Novice
Points will be awarded for each position in A and B. The points system starts with 20 points for A Main 1st and ends with 1 point for B Main 10th. Top qualifier will be awarded an additional 2 Points.

D. Determining winner for each Qualifying Round

Expert
A Main  will be determined by the best 2 out of 3 races. For each run the 1st place racer will be awarded with 10 points & the 10th Place racer will be awarded 1 point.  B Main will be determined by 1 out of 2 races. C and D Main will run one race each to determine the final position.

Novice
A Main  will be determined by the best 2 out of 3 races. For each run the 1st place racer will be awarded with 10 points & the 10th Place racer will be awarded 1 point.  B Main will be determined by 1 out of 2 races..

 
II. RULES & REGULATION (Revision MAY 2006)

A. TECHNICAL SPECIFICATION

Batteries
- maximum 4300mah, sub – C size rated nominally at 1.2V with manufacturer’s jacket/heat shrink fitted & visible  maximum 6 cells / 7.2V maximum

Motor  Expert Class
- 540 sized, powered by 2 brushes, maximum 4 magnets  
- tuneable timing, ball bearing & V2 endbell allowed
- any turns or winds,  brushless allowed

Motor for Novice Class
- 540 sized, powered by 2 brushes & locked timing
- no ball bearings in motor allowed only bushings
- not less than 23 turns

Body
-two or four door type bodyshells only.  
- bodyshells may not be cut above the door line & bumper line of the manufacturers molded line.
- Holes only allowed for body mounting & lap timing equipments
- All wheel arches must be cut out.

Speed Controller
- Mechanical or Electronic Speed controller allowed. Reverse function must  be disabled during a race.

Tyre Ruling
- Only Rubber tyres allowed. Open to all brands of rubber tyre.
- 2 Sets of tyres for qualifying round.
- A 3rd set will be allowed for finals.
- Tyres will be scrutinised and marked.  

Chassis / Drive Train
- 2WD front or rear or 4WD is allowed.
- Independent suspension to all 4 wheels. Each drive wheel must have a flexible joint (eg. Dogbones or universal joints).
- Flat pan chassis not allowed.
- Wheel nuts/axles must not extend more than 2mm beyond the wheels when viewed from above
- One car per driver
- Use of one-way bearing in the rear axle is not allowed. The car must have rear wheels to brake.

Without any lap timing device
4WD : 1500grams

B. DRIVING RULES

1. Violation to the above technical specification will cause driver disqualification in a particular heat or final.
2. Jump start: Anyone caught for jump-start during final will be placed at the back of the starting position. Organizers decision is final.
3. Track crossing: refer c) Penalty
4. Dangerous driving: : refer c) Penalty
5. Courtesy of drivers: refer c) Penalty

C) PENALTY

 i. 10 second stop go penalty for the followings :
1. Dangerous driving
2. Consistantly blocking of leading cars during qualifying. (after 1 warnings have been issued)
3. Deliberately hitting on other cars

Driver must at least drive through the pit lane at most 1 lap after official announcement. Meaning once the penalty announcement is made, driver is allowed another lap before pulling in for penalty. If drivers fail to pull in for penalty, 60 seconds will be added to the heat or final he is currently running.

ii. Add 10 sec penalty for the following :
1. Misconduct and unsporting behaviour at the driver stand
2. Fail to perform marshalling duty

iii. We will also pull out cars from racing if :
1) Car damage
2) Car uncontrollable
3) Car that damage other cars

iv. Disqualification
1) car Underweight
2) Tyre Infringement - Used of unmarked tyre, use tyre that
    belongs to other racers, use of foam tyre for 1/10 racing  only
3) Electric Motor Infringement  - bearing used in 23 T motor,
    modified motor used in stock racing


D) TYRE RULING & TYRE MARKING  

Every racer will be given  3 sets of control small stickers bearing the name "Malaysian National Championship 2006 Rd 2". The stickers are meant for tyre marking. The SILVER color stickers are for qualifying and the GOLD is for final. In all 2 sets for qualifying and 1 set for final will be given to each racer. Every racer will be required to tag their tyres with these stickers, eg.,If the tyre is meant for qualifying, pls use silver color.

When will the official tag & check this tyre?

For sure everybody will need to use tyres for 1st heat. After every 1st heat the officials will collect participating cars for tech inspection while drivers are required for mashalling. During this inspection the 1st set will be tagged with car number & group number. If you are in 1st group and your car is no 3, the tyre will be tagged A03. So 1st set used. At the same time the official will mark driver has used 1st set in the “ number of tyres used” list.

If during 2nd heat, the same tyre is used, no tagging is done during 2nd heat tech inspection. If fresh set is used then the tagging is done.

During the 3rd heat at least all drivers have used 1 set.

Drivers are allowed to used qualifying tyres in the final. If fresh set is required in the final, then the same tagging process will be done. Reminder – for final only ONE set is allowed.


E. TURN MARSHALL

1. All drivers must perform marshalling duties. Drivers who fail to perform the duty will be deducted 1 lap from the best heat.
2. During marshalling, marshalls not allowed to smoke, communicate with handphone and doing any activity that might disrupt the race.
3. All Marshalls must wear proper attire and no slippers allowed during marshalling.
4. All Marshalls will be assigned with specific location around.


F. WET TRACK REGULATION

 
1) If its rain in the morning, once the rain stop, the organiser we clear the waterlog and have the track dry up up to 60%. Organiser will allow any special rain tyre for racing. The organiser will open a 1 hour free practise before racing take place. The number of heats might be cut and most probably 2 qualifying heats will be enforced.

2) If its rain after qualifying heats, example in the afternoon, the organiser will clear the waterlog and have the track dry up to 60 %. Also Organiser will allow any special rain tyre for racing. The organiser will open a 1 hour free practise before racing take place. At least one final for each main must be completed.

3) At a minimum, the organiser will enforce 2 qualifying heats and 1 final for every main. At most we will drag the schedule until 7.30 PM.


III. SUPPORTING RACE (for 2006)

 
1/12 pan car
1.  No motor limit - Open for all
2.  4 battery cells only
3.  Minimum of 10 participants are required to confirm event.

Off Road

1.  No motor limit - Open for all
2.  Buggy, Truck, whatever is 1/10 size allowed.
3.  Minimum of 10 participants are required to confirm event.

M Chasis

1. One round of 5 minutes heats to determine final starting position.
2. At least 20 minutes finals for all registered cars. Organiser can determine race duration if required.
3. Maximum 15 cars ONLY.
4. Motor : Tamiya Sport tune.
5. Tyre : Rubber Tyre ONLY.
6. All participants are advised to bring along additional "crystal" to avoid clash of frequency.

The organiser TT Racer and MARCC has discussed and agreed on the dates for MNC 3. The dates for MNC 3 are :

30th December 2006 and 31st December 2006
Venue : Litar RC Tasik Titiwangsa, Kuala Lumpur

Booking for the track and transponder on 30th & 31st December 2006 has been made with RCAC.

Hope all racers will support and register for MNC 3.
